html中frameset标签无法正常显示原因分析及解决

<frameset></frameset>大家都不陌生，就是像表格一样将一个页面划分成好几个页面，如下图
把一个页面横着分成了三部分，各有各自的滚动条。
但是在显示上图之前，我试了很多方法，都无法正藏显示，搞得我很郁闷，后来才知道，这个标签不能放在<body>标签里。
